CHARACTER OF THIS CLASSIFICATION LEVEL
In positions at this level, incumbents are functional Supervisors with an
extended scope of responsibilities. They supervise the human and technical
resources required to deliver products and services to clients. Incumbents
administer and make decisions concerning all of the projects and resources
within an area of the Department. Incumbents develop policies and procedures
related to their area of expertise. Incumbents manage and implement corporate
level change through improvements in organizational arrangements, systems,
procedures and equipment.
Administrative Guidance is provided by a more senior administrator,
however, a high degree of initiative, judgement and resourcefulness is
required for active involvement in such responsibilities as: budgeting,
planning, developing recommendations, and staffing. Positions at this level
also provide both internal and external expert consulting services within an
area of expertise. Incumbents provide leadership, direction and guidance to
other staff at the same and lower levels and may be required to assume their
responsibilities during normal absences.

AND SHOULD NOT BE INTERPRETED AS A DESCRIPTION OF ANY ONE INDIVIDUAL POSITION
WITHIN THIS CLASSIFICATION LEVEL
- Supervises the human
and technical resources of an area of the Department
- Plans for the
architectural systems requirements of the University
- Investigates,
evaluates and recommends more efficient design and development
methodologies
- Acts as contract
supervisor for all of the functional areas' contracts
- Has full supervisory
responsibility for a functional area or the largest and most complex projects
which carries full budgetary, staff administration, planning, mentoring
and policy implementation authority, ensuring quality control and
standards adherence
- Instructs academic and
administrative staff in the use of software and installs and configures
application software
- Recommends, installs
and ensures proper operation of network and system protection equipment
- Participates in
planning, consulting, designing, implementing and managing projects
and/or network technologies and infrastructure across all domains
including: hardware, software, designs, construction, upgrades and
modifications to networks/systems/architecture; troubleshoots and
restores networks/systems and documents and maintains relevant files
- Acts as an expert in
all aspects of the systems project/development life cycle
- Is responsible for
creating specifications for proposals and quotations for potential
acquisitions
- Creates and/or
modifies policies, procedures and standards
- Obtains, installs,
demonstrates and tests evaluation software and devises and conducts
complex systems tests using in-house developed tools
- Assesses the need for
and arranges training and development; creates and prepare course
outlines, plans and aids, and evaluates their effectiveness
- Conducts meetings, presentations,
classes and/or training seminars for administrative and academic staff
- Attends seminars,
conferences and professional development activities and maintains a
technical awareness through reading, attending relevant seminars and by interaction
with colleagues
- Performs other related
duties as required or assigned

QUALIFICATIONS REQUIRED
The minimum qualifications necessary for acceptable (satisfactory)
performance are:
Level of Formal Education and Experience
- Post-graduate degree
in a related discipline from a recognized institution plus 3 years of
directly related experience, or
- Professional degree in
a related discipline from a recognized institution plus 4 years of
directly related experience, or
- Undergraduate degree
in a related discipline from a recognized institution plus 5 years of
directly related experience, or
- Accredited
Institutional diploma from a recognized institution plus 6 years of
directly related experience, including: project management, supervision
and a complete knowledge and understanding of the theory and techniques
of the required discipline or area such as: information systems, network
communications, networks and/or operating systems
- or
- An acceptable
equivalent combination of education and experience may be considered
- Must hold or be
working toward relevant certification(s)
Skills and Abilities
- Ability to apply
specialized expertise as it relates to computers, networks,
communications, as well as hardware and software applications and
techniques as they relate to academic and administrative computing
- Very highly developed
oral and written communication and interpersonal skills with the ability
to instruct and/or explain detailed technical procedures, ideas and
reports to all levels of University faculty, staff, students and the
public
- Ability to analyze and
assess user needs, evaluate effectiveness of solutions and resolve
problems
- Ability to exercise
sound independent judgement, initiative and resourcefulness
- Ability to plan, organize,
establish schedules and deadlines for work projects and processes and
supervise other employees, hiring, motivating and evaluating
performance, while maintaining effective working relationships with
co-workers and other University staff in a team environment
