CHARACTER OF THIS CLASSIFICATION LEVEL

In positions at this level, incumbents apply fully skilled and extensive experience in a functional area which may require expertise in more than one discipline. Incumbents participate in development, modification and adherence to policies, procedures and standards. Acting as the technical coordinator in a project team, incumbents are fully accountable for the team's and their own work quality, whether it requires a technical or leadership capacity.

Although general direction is provided, individuals must possess the background knowledge and experience to make informed and responsible decisions which are technically sound and take fully into account the needs of the University. Incumbents provide direction and guidance to other staff at the same and lower levels and may be required to assume their responsibilities during normal absences.

Positions at this level also provide both internal and external consulting services.

CHARACTERISTIC DUTIES AND RESPONSIBILITIES WHICH ARE INTENDED TO ILLUSTRATE THE CHARACTERISTICS OF THIS CLASSIFICATION LEVEL AND SHOULD NOT BE INTERPRETED AS A DESCRIPTION OF ANY ONE INDIVIDUAL POSITION WITHIN THIS CLASSIFICATION LEVEL

  1. Provides leadership of medium to large project(s) and teams, which encompasses: performing business and systems analysis, acting as a mentor and a technical consulting expert.
  2. Estimates, plans, schedules, coordinates and tracks the work of a team or co-workers and leads them to attainment of performance and quality objectives.
  3. Provides administration of campus services and functions which could include: networks, communication, data management, documentation, development, infrastructure, security, budgets or contracts
  4. Installs, tests and troubleshoots new or existing hardware and/or software concerns including: operating systems, networks, security, for new requirements and preventative maintenance alike.
  5. Supports and maintains a wide variety of electronic, electromechanical and microprocessor controlled equipment used for teaching, research and administrative purposes, diagnosing causes of malfunctions, performing component level repairs and modifications and/or arranging for servicing
  6. Provides preliminary design, construction, modification and/or debugging of a variety of analog and/or digital electronic equipment and develops system schematics, specifications and configurations to meet user requirements
  7. Supervises team members, external vendors and/or external contractors to ensure all specifications are met.
  8. Develops and maintains support documentation for: policies; contingency plans; architecture principles, applications and information; network infrastructure and databases; inventory and technical files
  9. Coordinates, investigates and makes recommendations concerning hardware and software product evaluations, purchases, design and development methodologies and/or systems
  10. Devises, designs, develops and implements new systems including: testing, prototyping, integrating, templating, and security
  11. Conducts meetings, presentations, classes and/or training seminars
  12. Converts business and technical requirements into logical and physical designs
  13. Participates in all phases of project life cycles
  14. Participates in the development and/or modification of policies, procedures and standards
  15. Attends seminars, conferences and professional development activities and maintains technical awareness through reading, attending relevant seminars and by interaction with colleagues
  16. Performs other related duties as required or assigned

QUALIFICATIONS REQUIRED

The minimum qualifications necessary for acceptable (satisfactory)  performance are:

Level of Formal Education and Experience

  • Post-graduate degree in a related discipline from a recognized institution and Experience plus 2 years of directly related experience, or
  • Professional degree in a related discipline from a recognized institution plus 3 years of directly related experience, or
  • Undergraduate degree in a related discipline from a recognized institution plus 4 years of directly related experience, or
  • Accredited Institutional diploma from a recognized institution plus 5 years of directly related experience, including: an extensive knowledge and understanding of an area such as: information systems, network communications, electronics, networking and/or operating systems and/or desktop PC hardware and software support
  • or
  • An acceptable equivalent combination of education and experience may be considered

Skills and Abilities

  • Ability to apply specialized expertise as it relates to computers, networks, communications, scientific instrumentation, as well as hardware and software applications and techniques as they relate to academic and administrative computing
  • Highly developed oral and written communication skills with the ability to communicate, instruct and/or explain detailed technical procedures, ideas and reports to all levels of University faculty, staff, students and the public
  • Ability to analyze and assess user needs, evaluate effectiveness of solutions and resolve problems
  • Ability to exercise sound independent judgement, initiative and resourcefulness
  • Ability to plan, organize, establish schedules and deadlines for work processes and supervise other employees while maintaining effective working relationships with co-workers and other University staff in a team environment

Physical Requirements

  • May be required to lift and move apparatus in excess of 15 kg.
